Abu Dhabi and Houston became sister cities in 2001, bringing together two global hubs for energy, commerce, and innovation. The partnership focuses on fostering mutual understanding, business collaboration, and citizen diplomacy.

In 1993, a delegation of businessmen came to Houston from Abu Dhabi, UAE. Ellen Goldberg, a member of the Middle East/North Africa Committee of the Greater Houston Partnership, was part of the committee to take them around and attend all meetings with them. They expressed an interest in collaborating with Houston and creating a sister city. There were many similarities: both had important energy sectors and ports, medical facilities, educational institutions, and major corporations. Houston’s City Council approved the proposal in 2001, and the following year, Mayor Lee P. Brown led a delegation to Abu Dhabi to sign the agreement with Sheikh Bin Butti.

There were a number of activities between the two cities, but the largest was an annual breakfast for UAE delegates to the Offshore Technology Conference. Guest included executives from major corporations—especially oil and gas—educational institutions, Texas Medical Center leaders, government officials, and the press. During the 10th anniversary of becoming sister cities, a leading Abu Dhabi newspaper sent a reporter to write a story about the relationship. Later, a United States Department of State official contacted Ellen Goldberg to plan a visit for an Abu Dhabi TV commentator and cameraman. They were to get material for a program about the relationship which was the first Gulf sister city in Sister Cities International.
